TL; DR

For the past two versions, Android had a single volume slider for notifications and ringtone volume. This means that if you want to silence incoming calls, you have no choice but to silence notifications as well, and vice versa. Now, Google is fixing this limitation and adding separate volume controls for ringtones and notifications.
The Android maker confirmed the development in a comment with a feature request added to the issue tracker. Google has marked the issue as fixed, which means you can expect separate sliders for sound and ringtones on your Pixels with a future Android release.

people in 9to5Google I previously spotted an ADB command that created separate sliders for “Ring volume” and “Notification volume” in Android 13 QPR2 beta 1. While QPR2 reached stable in March this year, the feature remained missing in the release. The ADB command mentioned below still works.
- adb shell device_config systemui volume_separate_notification set as true
If you want to wait for Google to officially launch the feature, you might have to stick around until Android 13 QPR3 stable in June or Android 14. It is currently not available in Android 13 QPR3 Beta 3 or 14 Beta 1.1.
